રાજ્ય સરકારના વિવિધ વિભાગો તથા ખાતાના વડા હેઠળની કચેરીઓમાં
લાંબા સમયથી ખાલી રહેલી હંગામી જગ્યાઓ માટે
ચાલુ રાખવા, Abeyanceમાં મૂકવા, Abeyanceમાંથી મુક્ત કરવા,
રદ કરવા તથા જરૂરી સંજોગોમાં પુનઃજીવિત કરવાની
નવી વ્યવસ્થિત પ્રક્રિયા નક્કી કરવામાં આવી છે.

📚 આ નિયમોની જરૂર શા માટે પડી?
લાંબા સમયથી ખાલી રહેલી હંગામી જગ્યાઓ પર ઉમેદવાર
ઉપલબ્ધ થતાં ઝડપી નિમણૂક કરી શકાય અને નિમણૂક બાદ
પગાર-ભથ્થાંની ચુકવણીમાં વિલંબ ન થાય તે માટે
સ્પષ્ટ પ્રક્રિયા નક્કી કરવાની જરૂરિયાત હતી.
આથી ખાલી જગ્યા કેટલા સમયથી ખાલી છે તેના આધારે
અલગ-અલગ કાર્યવાહી નક્કી કરવામાં આવી.
⏳ ખાલી જગ્યા કેટલા વર્ષથી ખાલી છે?
✅ 0 થી 3 વર્ષ
નક્કી કરેલી ભરતી / બઢતી પ્રક્રિયા ચાલુ હોય અને જરૂરી
શરતો પૂર્ણ થતી હોય તો નાણા સલાહકારના પરામર્શમાં
વિભાગ આવી હંગામી જગ્યા સ્થગિત કર્યા વગર ચાલુ રાખી શકે છે.
⚠️ 3 થી 5 વર્ષ
આવી ખાલી હંગામી જગ્યાઓને સામાન્ય રીતે
સ્થગિત / Abeyanceમાં મૂકવાની રહેશે.
ઉમેદવાર ઉપલબ્ધ થાય તો જગ્યા Abeyanceમાંથી મુક્ત કરવા
નાણા વિભાગની પૂર્વમંજૂરી જરૂરી રહેશે.
🚫 5 વર્ષથી વધુ
લાંબા સમયથી ખાલી રહેલી હંગામી જગ્યા
રદ કરવાની કાર્યવાહી કરવાની રહેશે.
જરૂરી સંજોગોમાં પુનઃજીવિત કરવા માટે નાણા વિભાગ મારફત
સરકારની પૂર્વમંજૂરી જરૂરી રહેશે.
👨💼 સીધી ભરતીથી ભરવાની જગ્યાઓ
Recruitment Rules તૈયાર/સુધારેલ હોય અને Recruitment Agencyને
માંગણાપત્ર મોકલવામાં આવેલ હોય તો ખાલી હંગામી જગ્યાઓને
પ્રથમ સમયગાળામાં ચાલુ રાખી શકાય છે.
જો ભરતી પ્રક્રિયા ચાલુ હોય અથવા પ્રક્રિયાના અંતે ઉમેદવાર
ઉપલબ્ધ થવાનો હોય, તો કારણો નોંધાવી વધુ સમય માટે પણ
જગ્યા ચાલુ રાખવાની જોગવાઈ છે.
📈 બઢતીથી ભરવાની જગ્યાઓ
બઢતીની જગ્યા માટે જરૂરી Recruitment Rules અને DPCની કાર્યવાહી
પૂર્ણ કરવામાં આવી હોય તો સંબંધિત ખાલી હંગામી જગ્યાને
નક્કી કરેલી મર્યાદામાં ચાલુ રાખી શકાય છે.
Court Case, feeder cadreમાં ઉમેદવાર ન મળવો અથવા
અન્ય અનિવાર્ય કારણોસર બઢતીમાં વિલંબ થાય તો
કારણો નોંધાવી વધારાની મુદત મળી શકે છે.
⚠️ 3 થી 5 વર્ષની Abeyance જગ્યા ભરવી હોય તો
નાણા વિભાગની પૂર્વમંજૂરી વગર આવી જગ્યા ભરી શકાશે નહીં.
ઉમેદવાર ઉપલબ્ધ થયા બાદ જરૂરી justification,
checklist અને Finance Adviserનો અભિપ્રાય સાથે
જગ્યા Abeyanceમાંથી મુક્ત કરવા પૂર્વમંજૂરી લેવી જરૂરી છે.
🚫 5 વર્ષથી વધુ સમયથી ખાલી જગ્યાઓ
પાંચ વર્ષથી વધુ સમયથી ખાલી રહેલી હંગામી જગ્યાઓને
રદ કરવાની જોગવાઈ છે.
જો આવી રદ થયેલી જગ્યા પર ઉમેદવાર ઉપલબ્ધ થાય તો
નિમણૂક પહેલાં prescribed checklist, justification અને
Finance Adviserના અભિપ્રાય સાથે
સરકારની પૂર્વમંજૂરી મેળવી જગ્યા પુનઃજીવિત કરવી પડશે.
❗ મહત્વપૂર્ણ પ્રતિબંધ
જો પાંચ વર્ષ દરમિયાન જગ્યા ભરવા માટે સીધી ભરતી,
બઢતી, બદલી અથવા પ્રતિનિયુક્તિ અંગે કોઈ કાર્યવાહી જ
કરવામાં આવી ન હોય, તો પાંચ વર્ષ બાદ રદ થયેલી
આવી જગ્યા સામાન્ય રીતે પુનઃજીવિત કરી શકાશે નહીં.

નાણા વિભાગની જરૂરી પૂર્વમંજૂરી વિના
Abeyanceમાં મુકાયેલી અથવા રદ થયેલી જગ્યાઓ
બદલી, બઢતી કે સીધી ભરતીથી ભરવી નહીં.

procedure for dealing with vacant temporary posts under various
Departments and Heads of Departments.
Depending on how long a temporary post has remained vacant,
it may be continued, placed in abeyance, cancelled, released from

⏳ How Long Has the Post Been Vacant?
✅ Up to 3 Years
Subject to prescribed recruitment / promotion action and
consultation with the Finance Adviser, the Department may
continue eligible vacant temporary posts without placing them
in abeyance.
⚠️ 3 to 5 Years
Such vacant temporary posts are generally to be placed in
abeyance. Prior approval of the Finance Department
is required before releasing and filling such posts.
🚫 More Than 5 Years
Such vacant temporary posts are generally liable to be
cancelled. Revival requires the prescribed
justification and prior Government approval.
👨💼 Direct Recruitment Posts
Where the Recruitment Rules have been prepared/amended and
requisition has been sent to the Recruitment Agency,
the Department may continue the temporary vacancy for the
prescribed period.
Additional continuation may be allowed where recruitment is
in progress or candidates are expected to become available.
📈 Promotion Posts
Where Recruitment Rules and DPC-related action have been completed,
temporary promotional vacancies may be continued for the prescribed
period.
Additional time may be considered in cases involving court matters,
non-availability of feeder-cadre candidates or other unavoidable delays.
⚠️ Vacancies in Abeyance for 3–5 Years
Such posts cannot be filled without prior approval of the
Finance Department.
A prescribed checklist, justification and opinion of the
Finance Adviser are required before release from abeyance.
🚫 Posts Vacant for More Than 5 Years
Vacant temporary posts remaining unfilled beyond five years
are liable to cancellation.
Where revival is permissible, prior Government approval through
the Finance Department is required before appointment.

Posts placed in abeyance or cancelled should not be filled by
direct recruitment, promotion or transfer without the approvals
required under the prescribed procedure.
