આ ઠરાવ 12 અને 24 વર્ષ Higher Pay Scale યોજનામાં 24 વર્ષના બીજા ઉચ્ચતર પગાર ધોરણ માટે ભરતી માટેની ખાતાકીય પરીક્ષા, Computer Course/Examination અને prescribed undertakings અંગે સુધારેલી સ્પષ્ટતા આપે છે. કેટલાક casesમાં કર્મચારીને પહેલા HPS મંજૂર કરી જરૂરી પરીક્ષા નિયત સમયમર્યાદામાં પાસ કરવાની બાંહેધરી લેવાની વ્યવસ્થા દર્શાવવામાં આવી છે.

Page 1માં 24 વર્ષ સુધીમાં promotion મળવાના case માટે અલગ clarification છે. HPSનો વિચાર કરતી વખતે employeeના cadreમાં effective promotional post અને તે postનું pay scale ધ્યાનમાં લેવાનું છે.
05. બે Prescribed Undertakings
Page 3: કર્મચારી examની આગામી તકમાં હાજર રહેશે, prescribed chancesમાં pass કરશે અને failure થાય તો HPS benefit પાછો ખેંચવાની/નીચલા pay scaleમાં મૂકવાની શરત સ્વીકારશે.
Page 4: applicable Computer Examination pass કરવાની અને failure થાય તો HPS benefit પાછો ખેંચવાની/મૂળ pay scaleમાં મૂકવાની સંમતિનું form.

Departmental exam પાસ ન હોય તો 24-Year HPS મળી શકે?
આ 2007ના ઠરાવમાં prescribed circumstancesમાં, ખાસ કરીને exam નિયમિત ન યોજાતી હોય ત્યારે, undertaking આધારિત વ્યવસ્થા દર્શાવવામાં આવી છે. Individual caseમાં exact conditions ચકાસવી જરૂરી છે.
Undertaking પછી exam pass ન થાય તો?
Prescribed form મુજબ HPS benefit પાછો ખેંચવા અને employeeને મૂળ/નીચલા pay scaleમાં મૂકવા જેવી અસર થઈ શકે છે.

This resolution revises the conditions relating to the second Higher Pay Scale after 24 years, particularly departmental examinations for promotion, Computer Course/Examination requirements and prescribed undertakings. In specified cases, HPS may be granted subject to an undertaking to pass the required examination within the stipulated period.

Page 1 contains a separate clarification for cases where promotion is received by the 24-year stage. While considering HPS, the effective promotional post in the employee's cadre and its pay scale are relevant.

Page 3: the employee agrees to appear at the next opportunity, pass within the prescribed chances and accept withdrawal of HPS/restoration to the lower pay scale upon failure.
Page 4: undertaking to pass the applicable Computer Examination and accept withdrawal of HPS/restoration to the original pay scale in case of failure.

Can 24-Year HPS be granted before passing the departmental exam?

What if the examination is not passed after the undertaking?
Under the prescribed form, consequences may include withdrawal of HPS and restoration to the original/lower pay scale.
