આ ઠરાવમાં આંતરિક/આંતર જિલ્લા અથવા ખાતા ફેરબદલીથી નવા જિલ્લા/ખાતામાં આવતા કર્મચારીને Higher Pay Scale માટે કઈ service ગણવી તે અંગે સ્પષ્ટતા કરવામાં આવી છે. મુખ્ય નિયમ મુજબ નવા જિલ્લા/ખાતામાં નિમણૂક પામ્યા બાદની serviceને ધ્યાનમાં લેવામાં આવે છે; પરંતુ ખાસ પરિસ્થિતિમાં transferના કારણ અને cadre/service conditionsના આધારે exception આપવામાં આવે છે.
