Gujarat Treasury Rules, 2000ના Rule 325(2) હેઠળ PD/PLAના cheque પર સામાન્ય રીતે સંસ્થાના સક્ષમ અધિકારીને સહી માટે અધિકૃત કરવાની જોગવાઈ હતી. વ્યવહારિક મુશ્કેલીઓ ઘટાડવા અને ચુકવણી પ્રક્રિયા વધુ સુદૃઢ બનાવવા, સક્ષમ અધિકારી ઉપરાંત વહીવટદાર દ્વારા અધિકૃત કરાયેલ Class-IIIના કર્મચારી કે તેથી ઉપરના અધિકારીને પણ PD/PLA cheque પર સહી કરવાની સત્તા આપી શકાય તેવો સુધારો કરવામાં આવ્યો છે.
Rule 325(2) મુજબ PD/PLA cheque પર સંસ્થાના સક્ષમ અધિકારીને સહી માટે અધિકૃત કરવામાં આવતો હતો. Letter of Credit હેઠળના cheque માટે અલગથી સંબંધિત ખાતાના અધિકૃત ઉપાડ અધિકારી તથા Divisional Accountant/Accountantની સહીની વ્યવસ્થા હતી.
સક્ષમ અધિકારીની લાંબી રજા અથવા સરકારી કામગીરી/તાલીમ માટે બહાર રહેવાની સ્થિતિમાં PD/PLA cheque signing અટકી શકે અને ચુકવણીમાં વિલંબ થઈ શકે તેવી વ્યવહારિક મુશ્કેલી સરકારના ધ્યાનમાં આવી હતી.

સુધારેલ જોગવાઈ મુજબ સક્ષમ અધિકારી ઉપરાંત PD/PLAના વહીવટદાર દ્વારા અધિકૃત કરાયેલ બીજા Class-IIIના કર્મચારી કે તેથી ઉપરના અધિકારીને પણ cheque પર સહી કરવાની સત્તા આપી શકાય છે.

Administrative Significance
આ સુધારો PD/PLA payment continuity માટે alternate authorized signatoryની વ્યવસ્થા ઉભી કરે છે. ખાસ કરીને competent authority લાંબી રજા, training અથવા official dutyને કારણે ઉપલબ્ધ ન હોય ત્યારે cheque process અટકી ન રહે તે તેનો practical administrative benefit છે.

📌 Executive Summary
Under Rule 325(2) of the Gujarat Treasury Rules, 2000, the competent authority of an institution could be authorized to sign PD/PLA cheques. To reduce operational difficulty and strengthen the payment process, the provision is amended so that, in addition to the competent authority, an authorized Class-III employee or an officer above that level may also be empowered to sign PD/PLA cheques.
Under Rule 325(2), the competent authority of the institution was authorized to sign PD/PLA cheques. The resolution also refers separately to the existing signing arrangement for Letter of Credit cheques involving the authorized drawing officer and Divisional Accountant/Accountant.

Why was the change considered?
The Government considered the practical difficulty that PD/PLA cheque signing could be held up when the competent authority was on long leave or away for official work/training, potentially delaying payments.

Administrative Significance
