ધારો કે તમે કોઈ વિશેષ સારવાર માટે હોસ્પિટલમાં ગયા છો. સારવાર પછી મેડિકલ બિલ રજૂ કરવાનું થાય ત્યારે કચેરી પૂછે કે “આ કેન્દ્રને સરકારી હોસ્પિટલ સમકક્ષ માન્યતા છે?” ત્યારે આપણને થાય કે જાણીતી સંસ્થા હેઠળનું કેન્દ્ર છે, તો આ પ્રશ્ન શા માટે?

આ પ્રશ્ન પાછળ તબીબી સારવારના નિયમોમાં હોસ્પિટલની શ્રેણીનું મહત્ત્વ રહેલું છે. સારવાર જ્યાં લીધી હોય તેની ચોક્કસ ઓળખ અને લાગુ માન્યતા સમજવી જરૂરી બને છે.

અહીં આરોગ્ય અને પરિવાર કલ્યાણ વિભાગના ૧૭ જાન્યુઆરી, ૨૦૨૬ના ઠરાવનો સારાંશ રજૂ કરવામાં આવ્યો છે. તેમાં યુ. એન. મહેતા ઇન્સ્ટિટ્યૂટ, ગુજરાત કેન્સર એન્ડ રિસર્ચ ઇન્સ્ટિટ્યૂટ—GCRI અને ઇન્સ્ટિટ્યૂટ ઓફ કિડની ડિસીઝિસ એન્ડ રિસર્ચ સેન્ટર—IKDRC હેઠળનાં નિર્દિષ્ટ હોસ્પિટલ અને કેન્દ્રોના સરકારી હોસ્પિટલ સમકક્ષ દરજ્જાની બાબત સમજાવવામાં આવી છે.

પેજ મુજબ, અમદાવાદની આ ત્રણ મૂળ સંસ્થાઓ ગુજરાત રાજ્ય સેવા (તબીબી સારવાર) નિયમો, ૨૦૧૫ના નિયમ ૨.૪ હેઠળ પહેલેથી સરકારી હોસ્પિટલ સમકક્ષ દર્શાવેલી છે. વર્ષ ૨૦૨૬નો ઠરાવ સંબંધિત સંસ્થાઓ દ્વારા રાજ્ય સરકારની મંજૂરીથી શરૂ કરાયેલાં તથા ભવિષ્યમાં શરૂ થનારાં પાત્ર હોસ્પિટલ અને કેન્દ્રોને આવરી લેવાનો સંદર્ભ આપે છે.

અહીં રાજ્ય સરકારની મંજૂરી મહત્ત્વની શરત છે. માત્ર કોઈ સંસ્થાનું નામ જોડાયેલું હોય એટલે દરેક કેન્દ્ર આપમેળે આ જોગવાઈમાં આવે એવું સમજવું નહીં. ચોક્કસ કેન્દ્ર ઠરાવના કાર્યક્ષેત્રમાં આવે છે કે નહીં તે તપાસવાનું રહે છે. અન્ય તબીબી સારવારના નિયમોની જોગવાઈઓ યથાવત રહેતી હોવાનું પણ પેજમાં દર્શાવેલું છે.

હવે આ માહિતીનો વ્યવહારુ ઉપયોગ કેવી રીતે કરવો તે સમજીએ.

સૌપ્રથમ સારવારના કાગળોમાં હોસ્પિટલ કે કેન્દ્રનું પૂરું નામ વાંચો. ઘણીવાર આપણે વાતચીતમાં મુખ્ય સંસ્થાનું નામ જ બોલતા હોઈએ છીએ, પરંતુ બિલ અને ડિસ્ચાર્જ સમરીમાં સારવાર આપનાર ચોક્કસ કેન્દ્રનું નામ હોય છે. અરજીમાં પણ એ જ વિગતો સ્પષ્ટ રાખવાથી પૂછપરછ સરળ બને છે.

ધારો કે તમારી સારવાર મુખ્ય સંસ્થાની બહાર આવેલા કોઈ કેન્દ્રમાં થઈ છે. ત્યારે સંબંધિત હોસ્પિટલના વહીવટી વિભાગ અથવા તમારી કચેરીને ચોક્કસ કેન્દ્રનું નામ જણાવીને તેની સ્થિતિ અંગે પૂછો. જરૂરી સરકારી આદેશનો સંદર્ભ મળે તો તેની નકલ કે વિગતો સાચવી રાખો.

પૂછપરછ કરતી વખતે “અહીંનું બિલ મળે છે?” એવો સામાન્ય પ્રશ્ન પૂછવાને બદલે તમારી સ્થિતિ સમજાવો. તમે કર્મચારી છો કે પેન્શનર, દર્દી કોણ છે અને સારવાર કયા કેન્દ્રમાં થઈ છે તે જણાવો. આ વિગતો વગર મળેલો સામાન્ય જવાબ તમારા કેસની સંપૂર્ણ સ્થિતિ દર્શાવતો ન પણ હોય.

ક્લેમની ફાઇલ ગોઠવતી વખતે સારવારના દસ્તાવેજો તારીખવાર રાખો. પ્રિસ્ક્રિપ્શન, તપાસના રિપોર્ટ, બિલ અને ડિસ્ચાર્જ સમરી એકસાથે હશે તો સારવારનો ઘટનાક્રમ સમજવામાં મદદ મળશે. હોસ્પિટલના નામ કે અન્ય વિગતોમાં તફાવત જણાય તો સંબંધિત વિભાગ પાસેથી સ્પષ્ટતા મેળવો.

હોસ્પિટલનો દરજ્જો અને તમારા ક્લેમની મળવાપાત્ર રકમને પણ અલગ રીતે સમજજો. તમારા બિલ અંગે નિર્ણય કયા આધારે થયો છે તે જાણવા મળવાપાત્ર ખર્ચની ગણતરી અને લાગુ નિયમનો સંદર્ભ પૂછો. કોઈ રકમ ઘટાડવામાં આવી હોય તો તેનું કારણ સમજ્યા પછી જરૂરી રજૂઆત કરી શકાય.

કચેરીમાં મેડિકલ બિલ તપાસતા કર્મચારીઓ માટે પણ ચોક્કસ નોંધ ઉપયોગી બને છે. સારવાર આપનાર કેન્દ્રની ઓળખ અને સંબંધિત આદેશનો આધાર ફાઇલમાં સ્પષ્ટ દર્શાવો. કોઈ દસ્તાવેજ ખૂટતો હોય તો અરજદારને શું જરૂરી છે તે ચોક્કસ જણાવો, જેથી વારંવાર અધૂરી પૂર્તતા મોકલવાની સ્થિતિ ન બને.

કોઈ મુદ્દો અસ્પષ્ટ રહે તો પોતાની રજૂઆત એક પાનામાં ગોઠવો. તેમાં હોસ્પિટલનું નામ, સારવારનો સમયગાળો, અગાઉ કરેલો પત્રવ્યવહાર અને જે બાબતે સ્પષ્ટતા જોઈએ છે તે લખો. સાથે સંબંધિત કાગળોની યાદી આપો અને રજૂઆતની નકલ તમારી પાસે રાખો.

Rule 11.1(A) અને Medical Bills

Medical Reimbursement Administrative Power Financial Limit વિના Bill Sanction Government તથા Government Hospital equivalent hospitalsમાં મેળવેલી સારવાર સંબંધિત bills માટે 08-03-2016ના amendmentમાં દર્શાવેલી sanctioning arrangement.

ઠરાવની proposal મુજબ તા. 08-03-2016ના અગાઉના GRથી Rulesમાં Rule 11.1(A) ઉમેરવામાં આવ્યો હતો. તેમાં Government Hospital અને Government Hospital equivalent Hospitalમાં મેળવેલી સારવારના bills નાણાકીય મર્યાદા વિના Drawing & Disbursing Officer (Treasury Officer)ને મંજૂર કરવાની સત્તા આપવામાં આવી હોવાનું આ documentમાં નોંધાયું છે.

💡 Office-use Interpretation:
જો treatment એવી hospital/centreમાં લેવામાં આવી હોય જે આ ત્રણ institutes હેઠળ Government approvalથી શરૂ થયેલી covered facility હોય, તો medical reimbursement case process કરતી વખતે તેના Government Hospital equivalent status માટે આ Resolution મહત્વપૂર્ણ supporting authority બની શકે છે.

Government Approval કેમ મહત્વપૂર્ણ છે?
