સાતમા પગાર પંચના અમલ બાદ કર્મચારીઓની પગાર બાંધણી IFMS હેઠળ Online Pay Fixation Module મારફતે કરવામાં આવે છે.

આ online પગાર બાંધણીની ચકાસણી Pay Verification Unit (PVU) દ્વારા કેવી રીતે કરવી, office દ્વારા કયા records તૈયાર કરવા અને online case કેવી રીતે process કરવો તેની વિગતવાર કાર્યવાહી આ પરિપત્રમાં આપવામાં આવી છે.

Online Verification શા માટે?

IFMS હેઠળ online pay fixation શરૂ થયા બાદ તેની verificationની પ્રક્રિયાને પણ online અને વધુ વ્યવસ્થિત બનાવવાનો નિર્ણય કરવામાં આવ્યો.

તેનો હેતુ pay fixation casesની ચકાસણી, record management અને processing વધુ સુવ્યવસ્થિત બનાવવાનો છે.

કોના Cases Online Verify થશે?

01-01-2016થી 31-03-2017 દરમિયાન નિવૃત્ત થયેલા / થનાર કર્મચારીઓની પગાર બાંધણીની ચકાસણી online કરવાની કાર્યવાહી દર્શાવવામાં આવી છે.

ઉપરાંત હાલ સરકારી સેવામાં ચાલુ કર્મચારી / અધિકારીઓની પગાર બાંધણીની Online Verification પણ કરવાની છે.

Office દ્વારા કરવાની કાર્યવાહી

Service Details Check
કર્મચારીની service book તથા service-related વિગતો યોગ્ય છે કે નહીં તે ચકાસવી.

Pay Fixation Data
IFMSમાં દાખલ થયેલી pay fixation detailsની ખરાઈ કરવી.

Events Update
Promotion, higher pay scale તથા અન્ય service eventsની જરૂરી નોંધ ચકાસવી.

Online Verification Case
જરૂરી વિગતો પૂર્ણ કર્યા બાદ verification માટે online case process કરવો.

PVU Verification
Pay Verification Unit દ્વારા caseની ચકાસણી થાય.

Endorsement / Record
Verification બાદ મળતી endorsement તથા record યોગ્ય રીતે જાળવવો.

Service Book કેમ મહત્વપૂર્ણ?

Online verification હોવા છતાં કર્મચારીની Service Book / service history મહત્વપૂર્ણ રહે છે.

Pay fixation માટે જરૂરી service events, promotion, higher pay scale, joining, increment તથા અન્ય applicable વિગતો record સાથે મેળ ખાતી હોવી જરૂરી છે.

Last Event ખાસ ચકાસો

Online pay verification પહેલાં Last Event તથા અગાઉના pay verification સંબંધિત records યોગ્ય રીતે systemમાં reflect થાય છે કે નહીં તે ચકાસવાનું મહત્વપૂર્ણ છે.

ખોટી અથવા અધૂરી service-event entryથી pay verification caseમાં મુશ્કેલી ઊભી થઈ શકે છે.

Pay Verification Unit (PVU)ની ભૂમિકા

Pay Verification Unit પાસે online case પહોંચ્યા બાદ સંબંધિત pay fixationની ચકાસણી કરવામાં આવે છે.

Auditor / competent authority દ્વારા caseની scrutiny બાદ applicable procedure પ્રમાણે verification પૂર્ણ કરવામાં આવે છે.

જરૂરી હોય ત્યારે caseમાં correction / clarification માટે કાર્યવાહી પણ થઈ શકે છે.

Caseમાં ભૂલ જણાય તો?

Verification દરમિયાન pay fixation અથવા service detailsમાં ભૂલ જણાય તો જરૂરી correction કર્યા બાદ applicable procedure મુજબ case ફરી process કરવાની જોગવાઈ છે.

એટલે online case મોકલતાં પહેલાં office-level scrutiny ખાસ મહત્વપૂર્ણ છે.

નિવૃત્ત કર્મચારીઓ માટે

પરિપત્રમાં નિવૃત્ત કર્મચારીઓના cases માટે પણ અલગ કાર્યવાહી દર્શાવવામાં આવી છે.

Pay fixation verification પૂર્ણ થયા બાદ applicable pension caseમાં જરૂરી અસર આપવાની તથા pension-related કાર્યવાહી આગળ વધારવાની રહે છે.

Pension / Gratuity Difference

સાતમા પગાર પંચના revised payના કારણે નિવૃત્ત કર્મચારીને pension અથવા gratuityમાં difference payable થતો હોય તો પરિપત્રમાં દર્શાવેલી applicable procedure મુજબ તેની કાર્યવાહી કરવાની રહે છે.

Actual pension caseમાં retirement date તથા applicable Government orders ખાસ ચકાસવા.
