📌 સરળ સાર
આ પરિપત્રનો મુખ્ય મુદ્દો એવો છે કે રાજ્ય સરકાર દ્વારા નિયત કરવામાં આવેલી ન હોય તેવી training કોઈ અધિકારી/કર્મચારી પોતાની ઇચ્છાથી લેવાની માંગ કરે અને તે માટે competent authority મંજૂરી આપે, એટલા માત્રથી training periodને આપમેળે On Duty ગણવો યોગ્ય નથી. આવા training periodને On Duty ગણાવવાની મંજૂરી આપતા પહેલાં સંબંધિત વિભાગે નાણા વિભાગ અને સામાન્ય વહીવટ વિભાગનો પરામર્શ મેળવવાનો રહેશે.

પરિપત્ર શા માટે બહાર પડ્યો?
નાણા વિભાગના ધ્યાન પર આવ્યું હતું કે કેટલાક વિભાગ/ખાતાના વડાઓ દ્વારા સામાન્ય વહીવટ વિભાગ અથવા નાણા વિભાગની પૂર્વ મંજૂરી/પરામર્શ વિના અધિકારી/કર્મચારીઓની trainingને On Duty ગણવાની મંજૂરી આપવામાં આવતી હતી. પરિપત્રમાં આવી રીત યોગ્ય નથી તે સ્પષ્ટ કરવામાં આવ્યું છે.

સરકાર દ્વારા નિયત Training
✓ જે training રાજ્ય સરકાર દ્વારા નિયત કરવામાં આવેલી હોય, તેવી trainingના સમયગાળાને On Duty ગણવા અંગેની હાલની જોગવાઈ/વ્યવસ્થા આ પરિપત્રથી બદલાતી નથી.
