02

Master Data — Employee / Vendor / Pension

Employee Masterકર્મચારી payment details
Vendor MasterVendor/beneficiary bank details
Pension MasterPensioner payment details
03

Bank Account & IFSC Validation

⚠️ Invalid bank data = payment failure
04

Unsuccessful Transaction — Reinitiate Process

05

Reinitiate Simple Receipt Bill

06

Create Bill — e-Payment / Cheque

07

60-Day Time-Barred Rule

IFMSGovernment Integration
📌 Executive Summary

This resolution lays down a detailed procedure for integrating the Government of Gujarat's e-Payment system with RBI's standardized e-Payment/e-Receipt module, the e-Kuber Portal. It covers IFMS–e-Kuber integration, Employee/Vendor/Pension master data, bank-account and IFSC validation, re-initiation of unsuccessful transactions, bill creation, time-barred transactions and reconciliation/monitoring.
01

Transition to RBI e-Kuber

Page 1 states that RBI developed the e-Kuber Portal for standardized e-Payment and e-Receipt and that integration with the State Government's IFMS module was undertaken, moving Government payments toward an RBI-platform electronic workflow.
02

Master Data — Employee / Vendor / Pension

Employee MasterEmployee payment details
Vendor MasterVendor/beneficiary bank details
Pension MasterPensioner payment details
Page 2 requires accurate master data, including names, bank-account and IFSC details, and cautions against data-entry issues such as special characters and unnecessary spaces.
03

Bank Account & IFSC Validation

⚠️ Invalid bank data is a major payment-failure risk
Bank account numbers and IFSC codes should be verified against authoritative bank/branch information. Page 3 identifies invalid IFSC codes and dormant/frozen accounts among reasons that may lead to unsuccessful transactions.
04

Unsuccessful Transaction — Reinitiate Process

When an e-Kuber payment is unsuccessful, the applicable Reinitiate Unsuccessful Transaction facility in IFMS is to be used. The reason for failure should first be checked; where beneficiary data is actually incorrect, the master data should be corrected through the prescribed process before re-initiation.
05

Reinitiate Simple Receipt Bill

Pages 3–5 provide detailed instructions for Reinitiate Simple Receipt bills in unsuccessful-transaction cases, including bill destroy/pull-back situations, Bill Creator login and reprocessing. The procedure emphasizes preserving the beneficiary's validated master record rather than making arbitrary changes.
06

Create Bill — e-Payment / Cheque

Page 4 contains instructions concerning the e-Payment and Cheque options during Create Bill. For re-initiation of unsuccessful transactions, the prescribed option and bill type must be followed. Accounting treatment involving the relevant Suspense Head is also addressed.
07

60-Day Time-Barred Rule

⏱ 60 days is important
Page 4 states that if payment action for an unsuccessful transaction is not completed within 60 days from the original transaction date, it may become Time Barred. Timely monitoring and re-initiation of pending unsuccessful transactions is therefore important.
